Overview
Most of the policy and Plan related activities with regard to the social security, welfare and services of the State come under the purview of this division. More than hundred implementing Departments/Agencies which are related to social services are coming under this division. The Plan and policy works related to 11 major sectors are dealt by nine technical staff under the supervision of the Chief.

Functions
Functions
Formulation of Annual Plans, Five-Year Plans, Mid-term appraisal, preparation of Budget and Economic Review (English and Malayalam versions) and review of Plan implementation of the sectors under the division.In addition to this, following functions are also carried out by the division.
- Preparation of Background Paper and Approach Paper to Five-Year Plans.
- Appraisal of projects.
- Specific comments to Government files.
- Conducting workshops and seminars.
- Regular monitoring of various schemes.
- Quick assessment of projects/schemes.
- Verifying project proposals submitted to the Working Group meetings and Special Working Group meetings
- Constitution of need based task forces

- Convening/assisting the proper functioning of the expert committees constituted by the State Planning Board on different sectors from time to time.

Dr. Bindu P Verghese
Chief, Social Services Division
Dr. Bindu P Verghese, Chief of Social Service Division since September 2020, has been with Kerala State Planning Board since September 2004. Before joining as Chief she was Deputy District Planning Officer in Palakkad. Dr Bindu earned PhD in Economics in the year 2004 from Dr. John Mathai Centre, Thrissur under University of Calicut. Her PhD mainly focused on disparities in Kerala’ human development with special attention on issues connected with gender and marginalised communities in the state. She started her career as a teacher in college. She has associated with research projects of Centre for Development Studies, Thiruvananthapuram and has worked in several other national and international projects of significance, made paper presentations and has published mainly in areas of women empowerment and human development. Apart from publishing with UNDP, her articles have appeared in journals such as Indonesian Journal of International Law, Man and Development and Asian Economic Review. She has also participated in the preparation of various development reports including Integrated District Development Report (Thrissur) and Human Development Report (Kannur district). During this tenure, she has also associated with different UNDP projects connected with human development status of different sections and areas of the State. She has also considerable interests in the area of higher education and has completed a project on Self Financing Professional Colleges in Kerala. She has worked with Kudumbashree (on deputation) for five years by co-ordinating various projects in Thrissur district. She has also associated with Kerala Institute for Local Administration (KILA) as extension faculty.
