Overview
The overarching objective of the division is to facilitate the development of Industry and Infrastructure in the State. The division seeks to ensure that such developments in Industry and Infrastructure are aligned to the development requirements and priorities of the State as a whole. Through it’s inputs it assists the efforts of Departments and agencies in moving towards co-ordinated and sustained development in the sectors. It assists and advices the government in formulation of the most ideal policies for sectors and implementation of Plans. The Industry and Infrastructure Division functions under a Chief, supported by a team as in the organogram.

3. Major Responsibilities
- Formulation of Five-Year Plans and Annual Plans
- Preparation of Plan Budget and Economic Review (English and Malayalam versions)
- Mid-term appraisal of Plans/Schemes/Programmes
- Appraisal and progress review of Plans/Schemes/Programmes etc.
- Preparation of back ground papers and reports for task forces/expert committees and conducting workshops.
4. Key Initiatives of the Division
1. Evaluation report on ‘Policies and agencies for industrial development in Kerala’
State Planning Board along with Centre for Management Development (CMD) has prepared an evaluation study report (Final draft) on ‘Policies and agencies for Industrial Development in Kerala’. The main objectives of the study is to understand and document the policies and schemes (say, on land allocation or entrepreneurship promotion) of various promotional agencies and their effectiveness with respect to promoting industrial development of Kerala, assess the organisational strengths and capabilities of the various agencies, identify a set of parameters to review the performance of these agencies and suggest ways how these agencies can achieve greater co-ordination in their activities and build synergies in various areas of industrial development.
The main contents of the report are:-
Understanding of the structure of the industry in Kerala (historic, current and prospective), key factors of industrial development aligned to each industry structure and role of institution in the context of industrial structure, aligning policies to Kerala’s industry context, recommendations for change in the transformation of stand-alone MSMEs in the current set up in to profitable and sustainable ventures suited for investment, recommendations for financial eco system for sustainable operations of the MSMEs.
recommendations for overall change in the roles of the industry promotion agencies for hub and spoke model, change in the industry cadre structure to align to the roles, change in the governance structure to align to the roles and change in role of agencies to support financial eco system and talent eco system.
2. Evaluation study on ‘Employment creation in the textile and manufacturing sector in Kerala’
State Planning Board along with Public Sector Restructuring and Internal Audit Board (RIAB) has rolled out an evaluation study on ‘Employment creation in the textile and manufacturing sector in Kerala’. The main objectives of the study is to understand the challenges faced by the existing units in the textile and garment sectors, the best course for revival for each textile unit in the public or cooperative sectors and to suggest specific revival packages, revival proposal of handloom, power loom and Khadi sectors, to make proposals about developing inter-linkages, how the State can leverage on the dynamism of the retail business in clothing in Kerala to build backward linkages in the garment an textile sectors and to evolve an action Plan to encourage more entrepreneurship in these sectors, especially women entrepreneurs. The draft final report of the evaluation study has been completed.
3. Handbook on Technology Business Incubator
The study “preparation of Handbook on Inception Operation and Management of Technology/Business Incubators in Kerala was taken up by State Planning Board with the objective of studying the existing incubation centres in the State, key components of incubation infrastructure, laying down the procedures for setting up incubators, set out the roles, responsibilities and methods of operation of incubators. The study report is a reference document for formation and management of Technology Business Incubator.
4. Evaluation study on various renewable energy programmes implemented by ANERT
The “Evaluation study on various renewable energy programmes implemented by ANERT” was conducted by Energy Management Centre and the draft report has been submitted. The objectives of the study were to analyse the performance of ANERT as an implementing agency of various renewable energy schemes, identify causes for shortfalls in the performance and provide appropriate suggestions for improvement and further action. The study has also assessed the impact of the schemes carried out so far. The recommendations of the report seek to strengthen renewable energy programmes in Kerala.
Sectors
The division handles matters concerning formulation, monitoring and evaluation of Plans and programmes of Government Departments, PSUs and other Government Agencies falling under sectors, which the division deals with. Appraisal of Infrastructure Development Projects with large investment is also done by the division. The division passes on advises and references to the Government and the Planning Board on industry related issues including policies and programmes.
The sectors and sub sectors dealt in the division and related Government Departments/agencies are:
- Energy
Energy development activities in the State are carried out mainly through four agencies namely, Kerala State Electricity Board (KSEB), Agency for Non-conventional Energy and Rural Technology (ANERT), Energy Management Centre (EMC) and Meter Testing and Standards Laboratory (MTSL). - Village and Small Scale Industries
The Departments/agencies include Directorate of Industries and Commerce, Directorate of Handloom and Textiles, Kerala State Cashew Development Corporation, Cashew Workers Apex Society (CAPEX), Kerala State Agency for the Expansion of Cashew Cultivation (KSACC), Directorate of Coir Development, and the Kerala Khadi and Village Industries Board (KKVIB). - Medium and Large Industries
The Departments/agencies include Kerala State Industrial Development Corporation (KSIDC), Kerala Industrial infrastructure Development Corporation (KINFRA), Centre for Management Development (CMD), Public Sector Restructuring and Internal Audit Board (RIAB), and Bureau of Public Enterprises (BPE). - Mining
Department of Mining and Geology is the main agency involved in the sector. - Information Technology
The Departments/agencies include Kerala State Information Technology Mission (KSITM), Kerala State Information Technology Infrastructure Limited (KSITIL), Technopark, Infopark, Cyberpark, Indian Institute of Information Technology and Management – Kerala (IIITM-K), International Centre for Free and Open Source software (ICFOSS), Kerala Start up Mission (KSUM) and Centre for Development of Imaging Technology (C-DIT) - Roads and Bridges and Transport Services
The sector includes Roads and Bridges, Road Transport and other Transport services. Roads and bridges comprise of State highways, Major District Roads and National Highways. Road Transport sector mainly comprises of Kerala State Road Transport Corporation (KSRTC) and Motor Vehicles Department. Other transport includes air transport, railways and water transport. - Port and Inland Water ways
Department of Ports, Harbour Engineering Department and Hydrographic Survey Wing are the agencies involved in Port Development activities in the State. State Water Transport Department, Kerala Shipping and Inland Navigation Corporation, Coastal Shipping and Inland Navigation Department (Irrigation) are the agencies involved in Inland Water Transport development activities in the State. - Tourism
The Department of Tourism, the Directorate of Eco Tourism, District Tourism Promotion Councils (DTPCs), PSUs like Kerala Tourism Development Corporation (KTDC), Kerala Tourist Infrastructure Ltd (KTIL), Bekal Resorts Development Corporation (BRDC) and Kerala Institute of Tourism and Travel Studies (KITTS); culinary and hospitality studies institutes like State Institute of Hospitality Management (SIHMs), Food Craft Institutes (FCIs) are the Departments/agencies involved in the tourism sector. - Science, Technology and Environment
Kerala State Council for Science, Technology and Environment is the apex organisation for all the R&D institutes in scientific sector. It includes aided institutions like Kerala Forest Research Institute (KFRI), National Transportation Planning and Research Centre (NATPAC), Centre for Water Resources Development and Management (CWRDM), Jawaharlal Nehru Tropical Botanic Garden and Research Institute, Kerala School of Mathematics (KSOM), and Srinivasa Ramanujan Institute for Basic Sciences.

Formulation of Annual Plans, Five-Year Plans, Economic Review (English and Malayalam versions) and monitoring and review of Annual Plans/programmes in various sectors are the core functions of the division. The activities include –
- Activities related to formulation of Plans and programmes of Government Departments, Government Agencies, R&D Institutions, Training Centres and PSUs in connection with the Annual and Five-Year Plans
- Appraisal and evaluation of projects reports/feasibility studies of Government Departments and Public sector undertakings/Agencies
- To interact with various Departments, Industry Associations and other Governmental and non-Governmental bodies on industry and infrastructure related matters; and participate in deliberations
- Acting as an interface between Departments to facilitate co-ordinated activities
- Participation in Departmental Working Groups and Departmental Special Working Groups to scrutinise projects, prior to according Administrative Sanction by the Government
- Organising and facilitating working group meeting for sectors in pursuit of Annual Plan and Five-Year Plan
- Organising and facilitating Task Forces and Special Working groups for special purposes
- Examining physical progress of projects and schemes of Government Departments/Agencies; and Mid-term appraisal of schemes and programmes
- Continuous online monitoring of Schemes and projects and reviewing programs
- Conducting Workshops and Seminars in concerned sectors and also participating in various workshops and seminars
- Critical advice to major infrastructure projects like Kochi Metro, Thiruvananthapuram and Kozhikode Mono Rail and Vizhinjam International Container Terminal

Major Initiatives
- Comprehensive Mission For Employment Generation (MEGA) – It is an overarching mechanism providing direction and oversight to various self-employment programmes for generation of large-scale employment.
- Scientific Mining Policy for the State – The policy aims at increasing the share of Mining sector to 5 per cent of GSDP by mechanisation and automation; and adopting scientific practices in all sectors.
- Expert Committee on Energy (2015) – Promoting solar power units and encouraging mini and micro hydel projects in Panchayat areas in PPP or Joint venture models.
- West Kallada Solar Power Project – It is a model and innovative project, and first of its kind in the State, intended to generate 50 MW Grid interactive Solar Power project in the infertile and unused 300 acres land in West Kallada Grama Panchayat.
- Technical Committee Report on Road and Road Safety headed by Sri E Sreedharan – The Report concentrates on technical standards and specification, formation of a Highway Department, work culture, resource crunch, Highway development fund and road safety.
- Chief, Industries and Infrastructure Division is the Convener of Sub Group III of the study conducted by ARC on ‘Sustainable Development in Governance Issues’. The Sub Group comprises all sectors like Infrastructure facilities including Housing, Energy, Industry, Mining and Tourism.
- Chief is a member of Expert Committee for another study conducted by ARC on ‘Basic Infrastructure – Development and Maintenance’.
- Chief, Industry and Infrastructure Division is the member of Technical Advisory Committee of the Port Department.
